Former IBM TechCity / Kingston: what EPA documented about asbestos

EPA identifies the 258-acre property at 300 Enterprise Drive in the Town of Ulster as a former IBM production facility that operated for more than 30 years. EPA later documented asbestos-containing material, regulated asbestos debris and cleanup actions associated with demolition after the IBM period.

Primary EPA recordTown of Ulster · Ulster CountyUpdated October 8, 2026
Critical distinction. EPA's asbestos record describes conditions and demolition activity at the later TechCity property. It does not, by itself, establish what a particular IBM employee encountered during an earlier IBM work period. A person's years, building and work still have to be investigated separately.

Building 25

Demolition produced regulated asbestos-containing debris

EPA states that demolition of Building 25 generated three large debris piles determined by the New York State Department of Labor to contain regulated asbestos-containing material.

2020 response

EPA demolished Building 2 and removed contaminated debris

EPA reported demolishing the asbestos-contaminated Building 2 and disposing of approximately 200 tons of asbestos-contaminated material off-site.

What the EPA evidence does not establish

The EPA record does not prove that every IBM employee encountered asbestos, that the later documented asbestos conditions were unchanged during IBM operations, or that a particular person's mesothelioma was caused by this site. It does give us unusually concrete building-level and cleanup evidence from which to ask better questions.
